OCWAR-C

Contribute to enhance cybersecurity and combat cybercrime.

In accordance with the Financing Agreement between the European Union and the Commission of the Economic Community of West African States (ECOWAS), Expertise France, the French agency for international technical cooperation, has been contracted to implement the regional project «West African Response on Cybersecurity and Fight against Cybercrime (OCWAR-C)».

This project is part of the priorities of cooperation between the European Union, the ECOWAS Commission and its Member States under the Regional Indicative Programme of the 11th European Development Fund signed on 6 July 2015.

The project is implemented within the ECOWAS Member States (Benin, Burkina Faso, Cabo Verde, Côte d’Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo) as well as in the Islamic Republic of Mauritania.

The overall objective of the project is to contribute to enhancing cybersecurity and combatting cybercrime, with the following expected
results :

  • The resilience and robustness of the information infrastructure are improved.
  • The capacity of the stakeholders in charge of combating cybercrime is being improved.


The duration of the project is 48 months with a 6-month needs identification phase, from February 1 to July 31, 2019.
